
Eric Lombard, François Rebsamen and France Assureurs have announced the launch of the support unit “CollectivAssur”, effective July 1, 2025.
On April 14, Eric Lombard, Minister of Economy, Finance and Industrial and Digital Sovereignty, and François Rebsamen, Minister of Land Use Planning and Decentralisation, alongside representatives of insurers and reinsurers, committed to associations of local elected officials to improving the conditions for better access to private insurance for all local communities in France, preventing any from being unintentionally left uninsured.
Several concrete measures were adopted as part of the National Charter of Commitment for Communities’ Insurability, signed during the Roquelaure Conference on Territorial Insurability. They include the establishment of the “CollectivAssur” support and guidance unit, in response to the strong request expressed by associations of elected officials.
The ministers and France Assureurs confirm that the support unit has been fully operational since July 1, 2025.
“CollectivAssur” provides prompt and tailored solutions to local communities that struggle to find ones for insurance coverage or that deal with insurer difficulties, through four offers:
- a consultancy service that provides instant guidance based on a prompt diagnosis of the situation,
- an accompanying initiative that guides the community towards a tailored process, be it an emergency or a need for security,
- a program of training and information that establishes a network of contacts on national and departmental levels, and facilitates the spread of good practices,
- an assessment of the insurability level of communities based on tangible, public and regular comparative analyses.
The launch of “CollectivAssur” on July 1, 2025, marks the realisation of the State’s and insurance stakeholders’ commitment to offer strengthened and tailored support to local authorities across the entire country.
“Some communities are struggling to renew their insurance policies. In response, the Roquelaure Conference on Territorial Insurability initiated a clear dialogue, taking into account the expectations of cities, inter-municipalities, departments and regions in order to find solutions. This unprecedented mobilisation, with “CollectivAssur” as its first concrete achievement, seeks to overcome this inequality, which mirrors the regional economic disparities”, stated Eric Lombard, Minister of Economy, Finance and Industrial and Digital Sovereignty.
“As the minister responsible for communities, I cannot accept that I repeatedly meet elected officials confronted with insurmountable difficulties in insuring their community. Our country’s strength lies in its diversity: small and large municipalities, inter-municipalities, departments and regions, each with their own specific features. All must ensure the continuity of local public services on a daily basis. All are facing risks of different kinds, and they must be guided in their prevention efforts. But they also need help in finding suitable insurance solutions. The launch of the “CollectivAssur” support and guidance unit will make this possible, alongside the local commitment of prefects, associations of elected officials and the insurance sector. This represents a tangible continuation of the commitment made at the Roquelaure Conference on Territorial Insurability”, stated François Rebsamen, Minister of Land Use Planning and Decentralisation.

The experts we have commissioned will now work on finding concrete solutions for those facing difficulties in obtaining insurance coverage. Insurers thus play a crucial societal role by helping local communities adapt to the increasing risks, especially climate-related, that affect us all. Our collective challenge now is to implement prevention policies that are ambitious yet tailored to the needs of each territory”, stated Florence Lustman, President of France Assureurs.
