Florence Lustman re-elected as President of France Assureurs

On the joint proposal of Guillaume Borie, Thierry Martel and Philippe Perret, Vice Presidents of the Federation, Florence Lustman was unanimously re-elected as President by the members of Frances Assureurs at the general assembly on June 24, 2025.

Her term has been renewed for another three years

Florence Lustman begins today her third term as President of France Assureurs, a role she has been serving since 2019. Over the past six years, she has significantly transformed and modernised the Federation to strengthen its influence within the French institutional framework.

This transformation strategy initially took shape through an internal reorganisation designed to make the Federation more responsive and, consequently, more efficient. The introduction of new thematic working bodies, the modernisation of internal communication tools and the creation of collaborative platforms have improved information flow and accelerated decision-making. The transformation of the Federation has also led to a significant strengthening of its media visibility and the development of closer ties with the entire insurance ecosystem, both in France and across Europe.

The modernisation and professionalisation of France Assureurs have subsequently enabled the establishment of new relationships between the Federation and all stakeholders, especially with various state administrations whose decisions influence the insurance sector. France Assureurs is also a key interlocutor for French and European parliamentarians regarding any matters related to insurance and, more broadly, risk management.

Next, France Assureurs and its President, Florence Lustman, decided to launch an ambitious strategy to better take territorial challenges into account. The new territorial representation involves 150 local correspondents who will help the sector contribute more efficiently to risk prevention and discussions on spatial planning. This territorial dimension will be a major challenge for the coming years.

Florence Lustman’s third term takes place in a national and European context made up of uncertainty and significant political fragmentation. For this reason, France Assureurs has recently decided to increase collaboration between its teams in Paris and Brussels and to strengthen partnerships with other European insurance federations, in order to amplify the sector’s impact with European institutions. At the national level, the municipal and senatorial elections in 2026, as well as the presidential election in 2027, represent crucial events that will enable France Assureurs to engage in conversations and reinforce its influence to promote the insurance sector’s proposals.

Biography

Florence Lustman has been president of France Assureurs since October 1, 2019. From 2012 to 2019, she worked at La Banque Postale as Inspector General, then as Chief Financial Officer and Head of Public Affairs and was a member of the executive committee.

Between 2007 and 2012, she was responsible for the interministerial management of the National Alzheimer’s Plan.

From 2000 to 2007, she was Secretary-General of the Insurance Supervisory Authority. Sha was a founding member of CEIOPS (now EIOPA), a member of the executive committee of the IAIS (International Association of Insurance Supervisors), and a member of the SAS (Standard Advisory Council) of the IASB (International Accounting Standards Board).

Florence Lustman graduated from École Polytechnique (class of 1980) and Sciences Po Paris and is member of the Institute of Actuaries. Additionally, she is the Inspector-General of Finance and Inspector-General of Mines.
